Ambitious but gameplay lacking

Gameplay in a surf game is hard thing to get right. Although a decent visual effort for the hardware, there never seemed to be a rewarding groove for you to get into. For a premium price like this, it needs better/rewarding gameplay and way more bells and whistles.
